Shanwei is in the south territory of Yangzhou, which is one of nine prefectures, namely, Jiuzhou mentioned in Yu Gong; it is known as Fanfu land in Zhou Li • Xia Guan • Zhi Fang; it is a part of Nanyue during the Spring and Autumn Period, and is incorporated into Chu and is referred as Baiyue during the Warring States Period; From the Qin Dynasty to the beginning of the Han Dynasty, it is a part of Boluo County of Nanhai Commandery. In the sixth year (111 BC) of the Yuanding period in the Han Dynasty, the Han conquered Nanyue and established Haifeng County. It was the first county in Shanwei region, and till now it has a history of 2110 years. At that time, Haifeng County belonged to Dongguan Commandery, controlling Shanwei City and parts of Huilai, Puning and Jiexi. To the first year (627) of Emperor Zhen Guan in the Tang Dynasty, Anlu County was abandoned and Haifeng County was recovered which was still under the control of Xunzhou.
